Dr. Dowell is a Senior Vice President and National Practice Leader for Integrated Planning Services at HNTB Corporation. In this capacity, she leads the firm’s resources related to freight and goods movement, including planning, operations, technology, and state and federal policy. She brings 25 years of experience in transportation planning and policy, focusing on transportation economics, freight transportation planning, and transportation funding and investment prioritization. Dr. Dowell is one of the nation’s leaders in transportation economics, freight and goods movement planning, and integrating transportation planning and economic development. She is recognized for continuously driving innovations in the industry through strategic development planning and feasibility studies, application of big data, state freight planning, and national freight research and development. Dr. Dowell received her M.A. and Ph.D. in Economics from the University of Tennessee, Knoxville in 1998 and 2000, respectively. She serves on the Board of Directors for Coalition for America’s Gateways and Corridors and is a member of the National Academies’ Transportation Research Board (TRB), Women Transportation Seminar (WTS), International Transportation Economist Association (ITEA), and Council of Supply Chain Management Professionals.
