Elissa Smith, PE, PTOE, is a Program Manager at HDR with over six years of dedicated experience on the Lowcountry Rapid Transit (LCRT) project. Supporting the BCDCOG as the Federal Transit Administration project sponsor, she oversees complex coordination and program delivery. While her foundational expertise lies in Roadway and Traffic Engineering, Elissa has spent the last several years specializing in the evolving transit landscape. She holds a B.S. in Civil Engineering from the University of Maryland and an MBA from Johns Hopkins University. Outside of the office, she stays busy keeping pace with her husband, her two-year-old daughter, and their two high-energy lab-pit mixes.
