James Kelley, P.E, serves as the Chief of Program Delivery at the Tennessee Department of Transportation. James oversees a highly experienced TDOT team that is responsible for managing a wide range of statewide programs and projects from concept through delivery, including TDOT’s 10-year plan. Over the past several years, James and his team have helped to achieve project delivery at more than double the national average, including 100% delivery of projects in the last two years. James’ ownership and leadership of the Project Delivery Network (PDN) have been instrumental to the integration of Communications as a discipline into the PDN process.
